Effective October 1, 2000, the finance officer is hereby authorized to bill and collect a monthly charge for commercial garbage and rubbish collection within the City of Belpre, Ohio, according to the schedule attached to Ordinance 12(2000-01) as Exhibit A, which charges shall be billed with monthly water and sewer charges.
(a) Whenever an assessment for commercial garbage and rubbish charges is not paid by a water consumer, a penalty of ten percent (10%) shall be added to bills not paid when due.
(b) The owner of any premises on which a tenant is the water consumer shall be liable for unpaid commercial garbage and rubbish collection charges, if the tenant fails to pay the assessment.
(c) If such assessments become delinquent for ninety (90) days or longer, such delinquency shall be certified to the Auditor of Washington County, Ohio, to be placed upon the property owner’s tax duplicate, with interest and penalties, for collection as other City taxes are collected.
