(a) The Mayor is authorized to relieve from payment one-half of the fee for garbage collection of any person who in the Mayor’s discretion is unable because of lack of finances to make payment of the entire amount of the bill charged for the collection of the garbage, providing that the person requesting such a reduction in his bill must sign a statement before the Mayor that he is unable to make the payment.
(b) The Mayor shall submit to Council at least as frequently as annually a list of those persons to whom he has granted such relief and shall keep such a list available and up to date for examination by Council at any time during regular business hours throughout the year.
(c) The City shall make up the deficit, if any, to the garbage contractor caused by the relief provided herein.
