The park areas shall be closed to park visitors 11:00 p.m. until 7:00 a.m. with the following exceptions:
(a) A group with a written permit signed by the Park Director, or any authorized representative, giving permission for the use of a facility to a specified hour beyond regular closing time.
(b) No person or persons may enter any area of the park at any time that the park or such area has been closed on order of the Park Director or his authorized representative.
