As used in this chapter:
(a) "Director" means the Park Director.
(b) "Parks" means any City-operated parks.
(c) "Park police" means law enforcement officers, City or County, whose jurisdiction prevails.
(d) "Person" means individuals or corporations.
(e) "Authorized emergency vehicles" means vehicles of the Fire or Police Department, or the Municipal ambulance or emergency vehicles.
(f) "Loiter" means to linger or tarry on City property without any reasonable or proper motive for being on City property.
