(a) In order to pay the costs and expense of installing and maintaining water meters, rates are hereby established for installation, in the following schedule:
(1) 3/4 inch water tap inside City limits - $750.00 minimum charge*.
(2) 3/4 inch water tap outside City limits - $750.00 minimum charge*.
*The Safety-Service Director is hereby authorized to add additional charges to recoup costs for special conditions.
(b) Other size tap charges shall be based upon costs established by the Safety-Service Director.
(c) These rates shall be adjusted annually by the Safety-Service Director at the time of each annual appropriate ordinance to reflect cost increases to the City, with a maximum increase of five percent (5%) per year. The Safety-Service Director shall advise Council in writing of the annual adjustments, and such adjusted charges as determined by the Safety-Service Director shall be effective unless Council acts to establish different charges within thirty (30) days of such written notice.
