The owner of any premises on which a tenant is the water consumer shall be liable for any unpaid water assessments, and fees, if such tenant fails to pay the assessment or fee. If the assessment or fee becomes delinquent for ninety days or longer, such delinquency shall be certified to the Auditor of Washington County, Ohio, to be placed upon the property owner’s tax duplicate, with interest and penalties, for collection as other City taxes are collected.
