(a) A separate water meter and turn-off valve shall hereafter be required for each residential housing unit both within and without the City.
(b) Billing of water, sewer and sanitation charges of the City shall appear on a single card. All fees are to be paid at one time, or none will be accepted.
(c) The Safety-Service Director shall bill through the finance office for all services.
(d)
A water meter shall be read by the City on a cycle basis of one time per calendar month. Utility bills for water and sewer shall be rendered one time per month on the Friday following the monthly water meter reading.

(e) All bills not paid by the due date stated on the billing shall be subject to a ten percent (10%) penalty. Customers not paying their bill within seven days from the due date shall be mailed a turn-off notice. If the premises is known by the City to be rental property, a copy of the turn-off notice shall be sent to both the tenant and the landlord.
(f) Turn-offs or disconnections shall be consistent with a water services termination policy developed and maintained in writing by the City Auditor and Safety-Service Director.
(g) The City Auditor and Safety-Service Director is hereby authorized to establish amounts for deposits for water, sewer and sanitation services as they see fit to reasonably protect the City from losses due to non-payment of bills.
