905.03 UNPAID BILLS.
   (a)   The Clerk shall report to Council any bills remaining unpaid after thirty days. Council may then, by ordinance, levy such amount as a special assessment against the parcel of land upon which the tree existed. The assessment shall be payable in cash within thirty days of the passage of such ordinance; otherwise, the assessment shall be certified to the County Auditor and shall be collected as other taxes, together with a penalty of five percent (5%).
   (b)   The assessing ordinance shall be published for two consecutive weeks in a newspaper of general circulation in the City, but no other notice need be given except as hereinbefore provided, and no other proceeding need to be taken to make the levy a valid assessment and lien against the parcel of land.
   (c)   Assessments against more than one parcel of land may be combined in one assessing ordinance, provided that the assessment on any individual parcel shall be limited to the total cost of the work performed on that parcel.
