(a) Whenever Council determines that any tree located on private property has become infected with any parasite, insect, pest or fungus which may spread to trees standing in any public place, or when any tree or part thereof on private property is, in Council’s opinion, apt to fall across any sidewalk or public place, the Clerk shall cause written notice to be served upon the owner or occupant of such private property. The notice shall order such owner or occupant to spray or otherwise treat or remove the tree in the manner and within the time provided in such written notice.
(b) All elms infected with dutch elm disease must be burned within thirty days.
