No person or firm shall engage in the business or occupation of pruning, treating, spraying or removing trees within the City limits without first applying for and procuring a license. To procure the license, each applicant shall show proof of certification of qualifications and experience as follows:
(a) Submit a written resume which reflects experience, capability and training in:
(1) Pruning;
(2) Identification of insects and disease; and
(3) Fertilization of trees.
(b) The applicant is required to provide proof that the City of Belpre is named as a co-insured under their policy. There shall be a minimum of one hundred fifty thousand dollars ($150,000) property damage, one million dollars ($1,000.000) liability coverage for personal injury and a certificate of Workers’ Compensation coverage for the company’s personnel.
(c) A fee of twenty dollars ($20.00) must accompany each application.
(d) The Safety-Service Director shall refer all applications to the Tree Commission, which shall investigate the applicant’s experience and qualifications.
(e) The Commission shall endorse its findings upon the application, and, if approved, the Director shall issue the license within ten working days.
(f) License renewal is required annually the first day of January for the same fee of twenty dollars ($20.00). If necessary, the license fee will be pro-rated. Licenses must be visibly posted at each job site.
