The use of house trailers and the establishment of house trailer parks except upon compliance with the provisions of this chapter is prohibited. It is further provided that the removal of any existing house trailer for any reason whatsoever from properties not qualified under the provisions of this chapter shall be deemed an abandonment of the privilege granted under this chapter and any further use of the property except upon compliance with this chapter shall be prohibited. This provision does not apply to the removal of individual house trailers in present existing house trailer parks, nor to the purchase of a new house trailer to replace an existing one.
