(a) The Planning Commission from time to time shall determine and recommend to Council, the area or areas suitable to be established for house trailers and for house trailer parks; and upon approval of the area or areas by Council, the City Clerk is then authorized and directed to issue permits for the use of the areas upon the applicant paying the inspection fee as established hereunder. A suitable area or suitable areas shall not be established for the use of one individual house trailer, but each area must be established for a minimum of three house trailers.

(b) Before approval of any area or areas to be suitable for house trailers or use as house trailer parks by Council, a public hearing shall be held at which hearing the residents of the City who attend the hearing will be informed of the proposed changes and the residents' views on such changes shall be heard by Council.
(c) Notice of such public hearing as described in subsection (b) hereof shall be given according to the notice requirements of the Municipal Zoning Ordinance.
