The operators of any taxicab business within the Municipality shall pay to the Clerk of the Municipality the amount of twenty-five dollars ($25.00) per cab operated by such company at the time a franchise is granted and on January 1 of each year thereafter, to defray the cost of inspection of vehicles as provided herein.
