(a) No person, firm or corporation shall give fictitious information or practice any fraud, misrepresentation or subterfuge in connection with the franchising, inspection or operation of any taxicab.
(b) Every driver of a taxicab shall have the right to demand payment of the legal fare in advance, and may refuse employment unless so prepaid. No driver of a taxicab shall otherwise refuse or neglect to convey any orderly person or persons upon request anywhere in the Municipality, unless previously engaged.
(c) Each and every accident involving a taxicab operated under a franchise in this Municipality, whether such accident occurs within or without the limits of the Municipality, shall be reported immediately to the Safety-Service Director of the Municipality. Every owner or operator of a taxicab shall file a statement with the Safety-Service Director of all claims made or judgment obtained against such operator or any driver.
