The persons operating such business and the drivers of taxicabs shall be fingerprinted and photographed by the Safety-Service Director or a person designated by him, and shall submit evidence of the insurance coverage as may be required by Council at the time such franchise is granted. Evidence of such insurance coverage shall also be submitted to the Law Director for his approval. Such applicant shall also exhibit to the Safety-Service Director evidence that the applicant and the operators of taxicabs have complied with the statutes of the State governing licenses.
