(a) No person or entity may cause or allow any sign to be placed on public rights of way, telephone or electric poles, or any City owned real estate or structures without meeting the following requirements. No sign shall be erected more than ten days before the event it involves, with the exception of political signs which may be erected thirty days before an election, and all signs must be removed within two days after the event it involves.

(b) The City shall remove and destroy all signs violating this section.
(c) Any person violating this section shall be guilty of a minor misdemeanor and shall be subject to a fine of up to one hundred dollars ($100.00) per offense. Each day of violation may be considered to be separate offense subject to a separate penalty.
(d) The Safety-Service Director may seek injunction relief to enforce this section through the Court of Common Pleas of Washington County, Ohio.
(e) Any political sign which violates this section shall be deemed to have been a violation by both the person placing the sign and by the candidate whose name appears on the sign.
