No demolition or removal operations shall commence until a permit has been obtained by the person or entity seeking to conduct the demolition or removal operations from the village Building Commissioner who shall, prior to the issuance of the permit, determine that the person or entity seeking the permit has procured bond reasonably related to the estimated cost of clean-up in the opinion of the Building Commissioner with the corporate surety.
