Any person erecting a fence of any size in the village shall first obtain a permit therefor from the Building Commissioner. Such permit shall state the height of the fence in question and indicate, on a plat of survey, the location of such fence. The permit fee shall be equal to $30 or 1% of the value of the fence installation (as measured by a contract or invoice for same), whichever is less.
