§ 131.05 STRIPPING TOPSOIL.
   It shall be unlawful to strip any land in the village of topsoil or to remove the soil from any land excepting for the purpose of making an excavation in connection with the erection of a building or structure or the lawful installation of a structure or equipment; provided that the soil may be removed to landscape premises from which it is taken if the surface is not thereby lowered below that of adjoining premises or the adjacent street or alley, whichever is higher.
