(A) No secondhand dealer shall take apart, remodel, rebuild, or melt up any secondhand article until he or she shall have made a record of his or her intention to do so, along with the description of the article and all other data required to be recorded in the record of purchases, sales and exchanges required by § 116.086, and until be shall have kept such article intact in his or her licensed place of business for inspection for ten days.
(B) Articles with removed, defaced or obliterated identification numbers cannot be purchased or sold by a secondhand dealer.
