It shall be unlawful to establish any coal yard in any block where a majority of the houses abutting on both sides of the street in the block are used for residence purposes exclusively without having first secured the written consent of the owners of a majority of the frontage abutting on such street on both sides within such block in accordance with the regulations on licenses in Chapter 110, General Business Licenses.
