No owner or proprietor of any coin-operated amusement device shall allow a student the age of 17 or under to operate or play a device in public during school hours when school is in session. However, this prohibition shall not apply if the student is accompanied by an adult over the age of 21. This prohibition shall also not apply to juke boxes or amusement rides which are not played or operated on the basis of skill or for a score.
