Any person conducting, operating or exhibiting any race, contest or exhibition for which a license is required, as provided in § 113.070, shall submit to the Village Comptroller, a statement, verified under oath, of the gross receipts of each such game, contest or race, within one week after such exhibition and at the same time shall pay to the Village Clerk a license fee in a sum equal to 3% of the gross receipts.
