Effective as of the date of the adoption of this chapter, and notwithstanding any contrary provisions in this chapter, the licensee's business license, or by special authority of the Commissioner, it shall be unlawful to sell, offer for sale or deliver at retail, in or upon any licensed premises between the hours of 2:00 a.m. and 10:00 a.m. In addition, it shall be unlawful to remain open for business, to admit the public or to permit the public to remain within or to permit the consumption of alcoholic liquor by any person in or upon the licensed premises in which alcoholic liquor is sold at retail before and after the opening and closing times applicable to such establishment under this chapter and/or under the establishment's business license.
