No person, firm, partnership, association or corporation shall act as a retailer of alcoholic liquor or engage in a business selling, offering for sale, or keeping with an intention of selling for use or consumption and not for resale or providing for consumption by the public alcoholic liquors in the village without first having obtained a liquor license as provided by this chapter.
