§ 92.40 REGISTRATION OF CATS; LICENSE FEE.
   (A)   Every person owning, keeping or harboring any cat within the village shall register each cat with the Village Clerk, who shall keep a book for recording such registrations.
   (B)   Every person owning, keeping or harboring a cat shall pay to the Village Clerk the sum of $5 as an annual license fee for each cat so owned, kept or harbored. This fee shall be due during the month of January of each year or within ten days after such cat is acquired.
   (C)   Every person owning, keeping or harboring a cat who has not registered such cat and paid the requisite fee as provided in this section prior to January 31 of each year, shall pay on February 1 or thereafter a penalty of $1 per month in addition to the regular fee.
