Any person determined by the Chief of Police to be in violation of this chapter shall be sent notice by certified mail. No person shall willfully leave a junk motor vehicle or unlicensed collector’s vehicle not housed in accordance with this chapter for more than ten days after receipt of the notice. Each subsequent period of 30 days that a junk motor vehicle or unlicensed collector’s vehicle continues to be so left constitutes a separate offense.
