Regardless of the zoning of the district the use of the property shall determine the number of parking spaces required by this chapter. It is the purpose of these provisions to require a landowner to provide sufficient parking space on the owner's property for the maximum number of vehicles which may be present at any one time; to provide for a system of safe ingress and egress and to minimize the number of cars that are parked upon public streets.
