§ 155.003 AUTHORITY AND PURPOSE.
   This chapter is enacted pursuant to the authority vested in this village by Articles XVIII, Section 3, of the Ohio Constitution and is intended to exercise the broadest authority permitted by law over the use of land within this village. It is the finding of this Council that the public health, safety, morals and welfare are directly and significantly affected by the use of land and it is the intention of this Council to exercise its authority to the fullest to preserve and protect not only the public health, safety, morals and welfare, but also the value of land and the aesthetics of this community while at the same time recognizing and protecting the rights of individuals to use their land as they deem best.
