The VA or his or her designated representative may inspect land disturbance areas to determine that these rules and regulations are being complied with. If it is determined that a violation of these rules and regulations exists, the responsible person shall be notified of the deficiencies or noncompliance by the VA in writing by certified mail. If after a reasonable time, one week, after receipt of the letter for voluntary compliance, the deficiency or noncompliance has not been corrected, the VA shall seek an injunction or other appropriate relief to secure compliance with these rules and regulations. In granting relief the court may order the construction of control improvements or implementation of other control measures.
