Stormwater management rules and regulations shall apply to all nonfarm, earth-disturbing activities performed within the village except the following:
(A) Strip mining operations regulated under R.C. Chapter 1513;
(B) Surface mining operations regulated under R.C. Chapter 1514;
(C) Public transportation, utilities, and drainage improvements or maintenance thereof undertaken by a government agency or political subdivision in accordance with a statement of their standard policies that have been approved by the Board of County Commissioners or the Chief of the Division of Soil and Water Districts; and
(D) Earth-disturbing activities involving less than 1,000 square feet.
