§ 19-50 DEFINITIONS.
   For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them:
   LITTER. In addition to the definition provided in section 19-16 of the Bellevue City Code, “litter” includes, for the purposes of this article only, concrete, stone, gravel, crushed rock or stone, sand, trees, root balls, dirt and similar earthen materials.
   CREEKS or WATERCOURSES. Includes within the city’s zoning jurisdiction, the Papillion Creek and Missouri River, including all of their branches and watercourses leading thereto, and specifically including the channel of the same. WATERCOURSES are further defined as any depression or draw two feet below the surrounding lands and having a continuous outlet to a stream of water or river or brook.
