For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them:
LITTER. Trash, rubbish, refuse, garbage, paper, rags and ashes; wood, plaster, cement brick, stone or other impermeable building rubble; grass, leaves, and worthless vegetation; offal and dead animals; and any machine or machines, or parts of a machine which have lost their identity, character, utility, or serviceability as such through deterioration, dismantling, or the ravages of time, or are inoperative or unable to perform their intended functions, or are cast off, discarded, or thrown away or left as waste, wreckage, or junk.
GARBAGE. Animal and vegetable waste resulting from the handling, preparation, cooking, marketing or processing of food, or the nonconsumed waste resulting from animals or humans consuming food.
NOXIOUS WEEDS. Bindweed, puncture vine, leafy spurge, Canada thistle, perennial peppergrass, Russian knapweed, Johnson grass, nodding or musk thistle, quack grass, perennial sow thistle, horse nettle, bun thistle, buckthorn, hemp plant and rag weed. NOXIOUS WEEDS shall also mean and include any weed designated and listed in regulations promulgated by the state director of agriculture.
RUBBISH. Combustible and noncombustible waste materials, except garbage; and the term shall include and not be limited to the residue from the burning of wood, coal, coke and other combustible material, paper, rags, cartons, boxes, wood, excelsior, rubber, leather, tree branches, yard trimmings, tin cans, automobile chassis and bodies, inoperable machines, metals, mineral matter, glass, crockery and dust.
