For the purposes of this chapter, unless otherwise specified, the following words and phrases shall have the meanings respectively ascribed to them by this section:
BUILDING RUBBISH. Rubbish from construction, remodeling and repair operations on houses, commercial buildings and other structures, including but not limited to excavated earth, stones, brick, plaster, lumber, concrete and waste parts occasioned by installations and repairs.
GARBAGE. The organic waste and residue of animal, fruit or vegetable matter arising from or attending the household preparation of meats, fish, fowl, fruits and vegetables, including the organic waste of animal, fruit or vegetable matter attending the preparation of food from any home, hotel, hospital, church, restaurant and commercial establishment.
REFUSE. Garbage and rubbish except sewage, dirt and manure, from all public and private establishments and residences.
RUBBISH. All nonputrescible wastes such as paper, tin cans, bottles, glass containers, rags, paper sacks, boxes, packing materials and all refuse from dwellings and all business, commercial and industrial establishments, except sewage, dirt, manure, wastepaper and other salvage materials which might affect the public health and safety, but which actually have a value to the owner or producer thereof and which will not affect the public health and safety when handled and transported over the streets or alleys of the city in accordance with regulations contained in this chapter.

No person shall throw, drop or deposit, or cause to be thrown, dropped or deposited, on any premises or vacant property in the city any waste, including but not limited to garbage, ashes, rubbish, building rubbish, dead animals, putrescible matter, the spillage of excavated dirt, tree limbs, leaves and grass clippings and anything injurious to health; provided, that the prohibition contained in this section shall not apply to the deposit of wastes not injurious to health on a public site where permission to make such deposit is granted by the board of health of the city nor to the filling in or grading of property with earth, mud, ashes and similar materials. No person shall throw, drop or deposit, or cause to be thrown, dropped or deposited, on any street, avenue, alley, highway, footway, sidewalk, park or other public place or space in the city any waste, including but not limited to garbage, rubbish, ashes, building rubbish, dead animals, putrescible matter and anything injurious to health; provided, that building rubbish and material used for building, construction, repair, remodeling and excavating operations may be deposited in the places set out in this section in accordance with this Code or other applicable ordinances.
