No person shall act as a distributor of tobacco products vending machines, automatic musical devices, mechanical and/or electronic video amusement devices and merchandise vending machines within the City of Bellevue without first obtaining a permit from the city clerk. Such permits may be issued by the city clerk upon application by the distributor and the payment of the correct fee for the specific type of permit to be obtained or renewed. For purposes of this article, the definitions of section 11-81 of this article shall be applicable.
