§ 11-81 DEFINITIONS.
   For the purposes of this article, the following terms shall have the meanings respectively ascribed to them by this section:
   AUTOMATIC MUSICAL DEVICE. Any music vending machine, contrivance or device which, upon the insertion of a coin, currency, slug, token, plate, disc, or key into any slot, crevice or other opening, or by the payment of any price, operates or may be operated, for the emission of songs, music or similar amusement.
   BULK VENDING MACHINE. A vending machine containing unsorted merchandise which, upon insertion of a coin, currency, or substitute object, dispenses the merchandise in approximately equal portions at random and without selection by the customer. Such vending machine is a simple mechanical device which dispenses unsorted merchandise including gum, candy, toys, novelties or similar merchandise.
   DISTRIBUTOR. Any person, as principal or agent, who sells, leases or delivers possession or custody of a machine or device coming under the provisions of this article for consideration to the operator thereof.
   ELECTRONIC VIDEO AMUSEMENT DEVICE. A machine, that incorporates the use of a video tube or screen, which upon the insertion of a coin, currency or substitute object, operates or may be operated or used for a game, contest, or amusement of any description, such as, by way of example, but not by way of limitation, “Pac-Man,” “Asteroids,” “Space Invaders,” and “Destroyer,” excluding, however, automatic musical devices, mechanical amusement devices and any machine which is so constructed mechanically or electronically that its operation violates the laws of the state and/or the provisions of this Code or city ordinances.
   MECHANICAL AMUSEMENT DEVICE. Any machine which, upon the insertion of a coin, currency, slug, token, plate or disc, operates or may be operated or used for a game, contest, or amusement of any description, whether or not registering a score; such as, by way of example, but not by way of limitation, pinball, bowling, radio-ray rifle, baseball, football, racing and boxing games; excluding however, automatic musical devices, electronic video amusement devices and any machine which is so constructed mechanically that its operation violates the laws of the state and/or the provisions of this Code or city ordinances.
   MERCHANDISE VENDING MACHINE. Any machine which, upon the insertion of a coin, currency, slug, plate or disc, operates or may be operated to dispense products, goods, chattels, food, snack items or services therefrom, except those designed and used for the sale of tobacco products; postage stamps; those operated or capable of being operated by the insertion of pennies only; devices for making change; mechanical amusement devices; electronic video amusement devices; automatic musical devices and coin-operated clothes washing machines and coin-operated clothes drying machines.
   OPERATOR. Any person except an owner-operator who operates, owns or is the lessee of a place of business where any machine or device coming under the provisions of this article is physically located, or who either directly or indirectly controls or manages or owns any such machine or device.
   OWNER-OPERATOR. Any person who owns and places such a device into operation at his place of business and does not distribute, sell, lease or deliver possession or custody of such a device to other persons.
   TAXABLE YEAR. January 1 to December 31 of a calendar year.
   TOBACCO PRODUCTS. Cigarettes, cigars or any other packaged tobacco product.
   TOBACCO PRODUCTS VENDING MACHINE. Any automatic vending machine used for the sale of tobacco products and controlled by the insertion of a coin, coins or currency.
