§ 8-52 REMOVAL OF BUILDING BY CITY.
   Should the owner refuse or neglect to promptly comply with an order of the city council to tear down and remove a building or structure condemned as a public nuisance, or place the premises in a safe condition, the building official shall proceed with the tearing down and removal of such building or structure, or the removal from such premises of the remaining debris, and he shall place the premises in a safe condition. He shall dispose of and remove from the premises all materials, rubbish and debris and leave the premises in a safe condition. A statement of the cost of such work shall be transmitted to the city council, which is authorized to levy the cost as a special assessment against the land. Such special assessment shall be a lien on the real estate and shall be collected in the manner provided for special assessments according to state statutes.
