§ 8-47 SAME—REPORT BY BUILDING OFFICIAL; EFFECT.
   Whenever, in the opinion of the building official, any building is a public nuisance, as defined in this article, and no change or alteration or repair is made; it shall be his duty to file a written report, directed to the city council, with the city clerk. Such report shall state the nature and character of such building, its street number, the number and description of the lot or tract of land upon which it is situated, the name of the owner, lessee, occupant or mortgagee of record and to which cause the present condition is attributable. After the report of the building official has been filed with the city clerk as above provided, no building permit, for the building upon which such report has been filed, may be issued, except with the consent and approval of the city council.
