Any building or structure which is unsafe or unfit for occupancy and use, or any building or structure which is liable to fall or collapse from inherent structural weakness, or as the result of fire, decay or otherwise, and which the owner refused to repair in accordance with the provisions of this Code, or any building or structure located within the jurisdictional area of the City which has deteriorated from any cause to the extent of 50 percent of the assessed value is hereby declared to be a public nuisance.
