§ 8-43 INSPECTION; NOTICE OF VIOLATION.
   The building official shall:
   (A)   Inspect any building, wall or structure about which complaints are filed by any person to the effect that a building, wall or structure is or may be existing in violation of the City Code as pertained thereto.
   (B)   Inspect any building or structure within the jurisdictional area of the city for the purpose of determining whether any conditions exist which render such place a “dangerous building” within the terms of this article.
   (C)   If such complaints are found to be true, he shall issue written notice of such violation to the owner, agent, lessee or occupant of such building, who shall forthwith proceed to make such changes, alterations or repairs as will properly remedy such violation. If such changes, alterations or repairs have not been completed within the time set forth in such written notice, and no extension of such time has been procured, the building inspector shall report such violation to the city council, as provided in the following section.
