Except as provided in section 6-34 concerning the expiration of initial licenses, the licensing period under this division shall begin on January 1 and run through December 31 of each year. Applications for renewal licenses will be made available as of December 15 of each year and shall be submitted to the licensing authority on or before March 15 of each year. Persons applying for a renewal license shall be required to pay the applicable fees set forth in section 6-39.
