Applications for initial licenses under this division shall be made within 30 days after obtaining a dog or cat, which has reached the age of three months, except that this requirement will not apply to a non-resident keeping a dog or cat within the city for not longer than 60 days. Initial licenses shall be valid for the period beginning on the date of issuance and ending on December 31 of the year of issuance. Persons applying for an initial license shall be required to pay the applicable fees set forth in section 6-39.
