No person shall create a bonfire, ignite a fire of any type, open-fire cook or use open-fire cooking devices, such as, but not limited to, charcoal grills, gas grills, hibachi type grills, or any other device that incorporates open flames, on public property or parking lot in the Riverfest Event Area except persons receiving approval from the Fire Department.
