Once the process as outlined above in 13-1-3 has been followed and prior to Commission review of the project, a formal application for the annexation of real property shall be filed with the Bellevue Planning and Zoning Administrator ("Administrator") by the owner of the real property or by at least one holder of an interest in real property for which the annexation is proposed. As noted below in 13-1-7, the application materials will be routed to all City departments including but not limited to police, fire, public works, library and clerk/treasurer for review and comments. The applicant shall pay the non-refundable application fee for the proposed annexation, as established by resolution of the City Council. The applicant shall enter into an agreement with the City that sets forth the time and manner of payment for City staff to review and comment on the application, to assist and prepare any fiscal impact required for an annexation and to prepare any necessary reports and findings. The agreement shall also address the payment of costs for other professional services related to the processing of the application including but not limited to: legal services, outside consultants, engineering services, etc. If the applicant fails to pay the costs as set forth in the agreement on a timely basis, the City is authorized to suspend or if deemed appropriate, terminate the processing of the annexation application. In the event an application for annexation is approved and an annexation ordinance is adopted, the applicant will be required to pay for all costs associated with the filing of the annexation ordinance and the preparation of the legal description and a professionally prepared map that designates the boundaries of annexed property to be recorded with the county recorder pursuant to state law.
