The Chief of Police shall provide permanent license tags of uniform style, design and numbering for attachment to the frame of a bicycle, together with a corresponding registration card to the owner, upon payment of fee or fees as provided in Section 373.19. The tag shall remain attached to the bicycle for which it was issued, except as provided in Section 373.15 and 373.16.
