(a) It shall be the duty of every person who sells or transfers ownership of any bicycle to report such sale or transfer to the Chief of Police, and if such person has had his bicycle licensed and registered he shall also return to the Chief of Police the registration card and license tag and furnish the Chief of Police with the name and address of the person to whom the bicycle was sold or transferred, and such report shall be made by the person selling or transferring within five days of the date of the sale or transfer.
(b) The new purchaser or transferee of such bicycle shall apply for a registration card and license tag within fifteen days of the purchase or transfer.

(c) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
