351.17 CENTRAL BUSINESS DISTRICT PARKING.
   (a)   Two hour parking limits are hereby established in the following locations:
      (1)   In the Central Business District on Main Street, Kilbourne Street and Monroe Street;
      (2)   In the City Parking Lot fronting on Monroe and Sandusky Streets;
      (3)   Along the northerly single row of the Municipal Parking Lot located on the west side of Southwest Street. (Note: See Section 351.14 concerning other limitations applying to this lot.)
      (4)   In the City Parking Lot located at the northeast corner of East Main Street and North Sandusky Street.
   (b)   It shall be illegal to park and remain parked in the same parking place within the areas described above for longer than two consecutive hours from 9:00 a.m. to 5:00 p.m. Monday through Saturday.
   (c)   There is hereby established a fine of twenty dollars ($20.00) to be levied against the owners of the vehicles which are found being parked in violation of the two hour limit described above and every two hours beyond the initial violation shall be considered an additional violation for which an additional twenty dollars ($20.00) may be levied.
   (d)   Should any vehicle be found violating this section for six consecutive hours, it shall be subject to being towed, at the owner’s expense, and the towing service is authorized to retain possession of the vehicle until its reasonable towing and storage charges are paid in full.
   (e)   Nothing herein shall alter the establishment by the Safety-Service Director of appropriate handicapped spaces in any of the subject areas designated above.
   (f)   Should the provisions of this section or any parts of this section conflict with any existing ordinance or resolution or parts of any existing ordinance or resolution, then the provisions of this section shall control to the extent of the conflict.
   (g)   PENALTY/FINE: The penalty/fine for each violation of this section shall be as set forth above.
