All operators, drivers or persons in charge of any vehicle as described in this Traffic Code, horses or any other domestic animals and all pedestrians on the streets or sidewalks of the City shall conform to and observe the rules and regulations, as set forth in this Code, upon the streets, sidewalks and public places in the City.
