1221.01 GENERAL REQUIREMENTS.
   (a)   All buildings, structures and uses shall provide off-street parking and/or off-street loading facilities in accordance with the provisions specified in this Chapter, and all applicants for a zoning certificate, application for plan approval or conditional use permit shall include with their application a plan drawn to scale showing the location and arrangement of any off-street parking and/or loading required by this Chapter.
   (b)   The creation of an additional parking lot, the expansion of an existing parking lot, or the realignment of parking spaces when not in conjunction with any other activity shall also require a zoning certificate.
   (c)   Parking spaces located within a garage structure may be computed as off-street parking spaces, but not including sidewalks, driving lanes and driveway aprons.
   (d)   All required off-street parking and loading areas shall be solely for the parking and loading and unloading of operable motor vehicles, of patrons, occupants or employees of such uses and shall not be used to store inoperative vehicles or for motor vehicle repair work or service of any kind, except emergency repairs.
   (e)   Each required off-street parking or loading space shall open directly upon an aisle or driveway of such width and design as to provide safe and efficient means of vehicular access to such space. Such aisle or driveway shall not be used for the parking of other vehicles, except that the driveways of a single-family residence may be counted as one parking space.
   (f)   All required loading spaces and facilities shall be located off-street on the same or adjacent lot as the building or use being served, and may occupy all or part of any required side or rear yard area, except that no loading area shall be located closer than twenty feet (20') to any lot in any residential district unless wholly enclosed within a building.
   (g)   Except in residential districts, all open off-street parking areas shall be separated from public right-of-way by a space of at least four feet (4') in width. A six inch (6") high curb shall be provided on the parking lot side of the four foot (4') width. All open off-street parking areas shall be separated from the principal building by a six inch (6") curb so as to maintain unobstructed a three foot (3') corridor between the building and in front of the parked vehicle.
   (h)   The parking of a recreational vehicle, boat trailer and/or boat or travel trailer outside of a permitted park or campgrounds and in a residential district for twenty-one (21) days or longer is prohibited except when all three (3) of the following conditions are met:
(1)   Such vehicle is uninhabited.
(2)   Such vehicle is parked in the rear or side yard.
(3)   Such vehicle is at least five feet (5') from any adjoining property line.
   (i)   Where there are two (2) principal uses on the same lot, the parking requirements of each use shall be totaled to determine the number of spaces required.
   (j)   Entrance drives and/or curb cuts shall be limited in width to thirty-five percent (35%) of the total lot frontage, but in no instance shall the aggregate width of such drives total more than forty feet (40') on anyone street frontage. The remaining lot frontage shall be physically separated from the street by means of a curb and or a landscaped area at least five feet (5') in width.
   (k)   In any district, required off-street automobile parking spaces shall be provided on a buildable portion of the same lot with the building on which spaces are incidental, but shall not be permitted within the front yard required, except that a driveway shall constitute one off-street parking space.
   (l)   All new construction shall be permitted only after the off-street parking requirements of this section have been met or exceeded. For the purpose of this section, new construction includes initial construction, expansions, alterations and the moving of structures.
   (m)   Additional parking requirements for Bed and Breakfasts;
(1)   Parking is permitted in rear yards only.
(2)   A five foot (5') wood/masonry/vegetative screening is required to buffer adjacent properties.
   (n)   All required off-street parking areas shall be paved with concrete, bituminous asphalt or similar material, unless this requirement is waived by the City Engineer. This requirement may be waived when it is determined that such paving is not in character with the surrounding development patterns and the lack of paving will not cause a nuisance to current and future residents. All required off-street parking areas shall provide a dust-free surface and well-drained surface.
