No person shall, in the city, without written permission from the Mayor, set up or cause to be set up any awning or other post on any street, alley or sidewalk or suspend or put up any awning less than eight feet in height above the sidewalk, or any sign, sign box or fixture, which shall extend over or upon any sidewalk, or suspend any merchandise or other articles in front of any house more than two feet from the wall thereof, and so that any part of the same shall be less than eight feet above the ground or pavement.
